Blaze just found one of Rouge distinctive attires in her house and doesn't seem much pleased about this fact.
For the sake of this comic, Blaze doesn't know anything about Rouge the Bat.
Even in Sonic's lore, Blaze never had to know Rouge personally, which is the reason I'll assume she can't recognize the breastplate straight away.
